About CommonWealth Games Organising Committee

Vision

The vision of the Organising Committee, Commonwealth Games Delhi 2010 is to inculcate Sports Consciousness and Culture in every Indian.

Organisation Structure

The OC is structured along the following working groups:

  1. General Body: It was constituted by the Chairman of the OC, Mr Suresh Kamadi, in consultation with the Group of Ministers, Government of India (GoI) and the IOC. It has 500 members, eminent personalities drawn for all walks of life. It meets once a year.
  2. Executive Board : This 15-member body includes as members the Chairman, Vice Chairman, two nominees of GoI, two nominees of the Government of NCR of Delhi, four nominees from national sports federations, two IOC nominees, and three nominees of the CGF. This is the highest decision-making body of the OC and is invested with the responsibility for organising the Games.

Executive Management: This is a four-member committee headed by the Chairman and includes the Vice Chairman, Treasurer and Secretary General. It is the main executive arm of the Executive Board and works as an interface between the sub-committees on one hand and the Executive Board on the other.

Executive Management Members


Mr. Suresh Kalmadi, Chairman: The executive head and chief administrator, responsible for executing all functions and policies laid down by the Executive Board.

Mr. Randhir Singh Vice Chairman: Responsible for managing relation with CGAs and coordinating activities between the CGAs and the OC Sub-committees

Dr. Lalit K. Bhanot, Secretary General: Responsible for the technical aspects of conducting the Games, coordinates activities of the Sub-committees.

Mr. A. K. Mattoo, Treasurer: Responsible for managing and finalising the accounts of the OC and placing them before the Executive Board, coordinates the activities of the Sub-committee related to finance and revenue.

Sub-committees: The 20 sub-committees relate to Functional Areas of the OC, and advise the Executive Management on matters related to planning and monitoring of each Functional Area. They also establish the interaction, buy-in and coordination among the OC and its delivery partners. Each committee has a Chairman, Vice Chairman, Convener/Co-convener and members (functional experts).

Secretariat: Constituted of the staff of the OC, this body is responsible for carrying out the varied day-to-day functions of the OC.

Functional Areas


The OC is organised into distinct Functional Areas, each related to an area critical to the successful delivery of the Games. Each Functional Area is headed by an Additional Director General, supported by Deputy Directors, Directors, Project Officers, Assistant Project Officers, Administrative Assistants and support staff. A total of 34 Functional Areas are envisaged in the General Organisation Plan (GPO) of the OC, which will come into existence as per requirement and plan:

Project Management

The Project Management Office (PMO) of the OC of Commonwealth Games 2010 Delhi became operational in April 2008 with the appointment of Senior Games Planners from the consortium of Ernst & Young (E&Y) and Event Knowledge Services (EKS). The PMO is responsible for Games planning, and project and risk management. The consortium team has substantial knowledge and experience of the early years of OC planning, as well as many major international multi-sport events. The major focus of the consortium is to support the Chief Operating Officer (COO) of the OC through the provision of the Master Schedule, and the development of the planning framework that will enable the OC and its agencies to build their capacity in a coordinated fashion for the huge task that lies ahead, with due consideration given to project management and risk management principles.
